It is to me a low frequency of actions we have, thus a lower frequency of intentions and reasons connected to a person with lower frequency thoughts; thus their choices and ability to balance their activities. Heightened and extremes are not balanced. Too much of anything can equal: control, obsession, excess in general. So I would then take this card as a bondage that is tied to an emotional issue.
